I'm playing Deus City and that was the first thing I noticed. There are a few similarities:
The year 2037.
A single, "supreme" ruler.
Agents.
A "factory-like" environment.
Wonder if a DC player or former player is having some fun.

I'm just embarassed that people haven't stopped saying "OMG" in the next thirty years.
All right, I'll try and be more helpful. The picture is named "addition.bmp" -- could it have something to do with adding up the values in the grid, either up-down or right-left? There's a (for lack of a better interpretation) plus sign at the bottom of the picture seeming to indicate the same thing.
The position of the individual characters inside the grid vary from cell to cell. Is this important?
EDIT: Changing the letters to their alphabet-placement value (A=1) and adding both across and down produces gobbledygook, as far as I can tell. I tried both using the resultant sum as an ASCII character (producing "j3 dcAl" adding across, and "seQpZWn" adding down) or as an alphabet-placement value (using sum mod 26) (producing "bynwvumd" adding across and "kycglif" adding down). The numbers this way are, for completeness' sake:
Adding across: 106, 51, 40, 127, 100, 99, 65, 108
Adding down: 115, 101, 81, 112, 90, 87, 110
EDIT2: To make a quick correction ... there was an errant "T" in my grid.
EDIT3: Trouting myself (seeing that someone else mentioned the addition earlier) and using the method suggested in that post (Scrabble tile values) yields nothing: "avpb xmw" adding across, and "unvxbtw" adding down.
I'm beginning to wonder why there are numbers in the post if we're meant to change the letters to numbers. What could they indicate?
None of those ROT into anything interesting either.
EDIT4: Using Base-35 math produces nothing either. Using only the last characters of each sum (because the first characters are all numbers): "t9ffnm5v" adding across and "cfd9m17" adding down.

Quadrants? What jumps out at me is that the numbers indicate 4 quadrants and if you divide the quads up 4 rows by 4 columns (the middle column has to float) the bottom right quad unscrambled says frozen or zero or zone...dunno if I see anything else yet or not...

This could be trout Alright I decided to throw this out there I read Cowbella's post and began to look for words in that quadrant. I got Frozen, zone, fret, net, torn, got, torn, rent, rot, tot, not, for, from, for, get, on, gotten, met, ten, motto, retreat. So there are quite a bit of words in the second quadrant. And I think they are quadrants. because of the numbers on the puzzle
