Ok it's not base 64 or a ceaser cypher at least not a standard one. those capitols letters may be important.

One idea i have though, What if we are supposed to pick up something from the sites indicated on the map to decode the message, say from a marketing display?

too bad the closest store from me is about 2 hours drive away.
can anyone who lives closer go to those stores and see if they have one of those displays?

Sounds logical, but since this is all relatively new, it seems like the retailers involved would have a time frame of bigger than one day to work with if they want a good amount of participation, especially considering there is no set times listed. Hopefully tonight's announcements will clarify things a bit.

In any case, I have eight locations relatively close to me, so it at seems like I have some shot at finding these Kiosks.

Could not find anything at either. Kiosk probably means console. There was Halo 3 Video on it, but it was the same Starry Night.

No Idea what to do now.
