Yes, it's because J.J. Abrams says that America needs its own (iconic) monster. We can't have our own monster if we use somebody else's monster (Godzilla, etc.). Here's a link to what he actually said at Comic Con:

Also, and I think most importantly, the rights to Godzilla are still held by Toho Pictures in Japan and haven't been optioned by Paramount. I do think that Sony may still have some kind of pull with them, but Toho was so pissed after the last travesty that was American Godzilla they said no way to a sequel.

Toho is the Japanese company that owns Godzilla. They gave Sony the right in the early 90s to make 3 American Godzilla movies. Only one was made and it sucked. I think it was 2003 when Sony's rights to making Godzilla films expired. Sony has no pull in the making of American Godzilla films. Therefore, if Paramount wanted to, they could buy the rights and make their own American Godzilla film.

However, Toho has put the franchise on hiatus until about 2013 to get more demand for the product. Also, Abrams said it would not be Godzilla.
