So my thinking is this:
As per Dale's chat, Wes found out who the Numbered Ones were via the above mentioned book. When I started reading more about it, it reminded me a lot of a penitentiary type situation where people are tagged/tattooed (numbered) to mark and keep track of them (The Island)

If the inhabitants want to protect themselves from discovery it would fit with TP's explanation of The Numbered Ones

They seek to contain knowledge of their existence
