To play the devil's advocate for a moment:

They are not necessarily the Forerunners themselves, but could be machines/AI's they left behind in the Ark. The recent activity of Adjutant Reflex itself has a significant impact on the Halo timeline - a Forerunner AI (or whatever it may be) interacting with 21st century humans.

Also, in the Halo universe, it has always been a suspicion that ONI know more about the Forerunners than has been told.

These 'sightings' could have been covered up and de-bunked by the authorities and the general populace would be none the wiser.

But that is all based on the videos being part of this, which (I think) is unlikely.
