Not quite. You actually have it backwards. In North America, carnival is like the state fair, fun fair, and would include the HBO show Carnivale.

Carnivale is the Roman Catholic festival that occurs before Lent and ends on the day before Ash Wednesday, known as Shrove Tuesday. You probably know that day better as Mardi Gras. The word comes from the Latin carne levare : to remove meat, since meat is prohibited durning Lent. Back when it started, meat wasn't really as plentiful as it is now. To waste any was really unthinkable. So the concept of old Roman festivals of the Gods was of used as a vehicle to get rid of all the meat in town. You'd be shocked how common the old Pagan rites were retooled into Christian rites. Masquerade balls were essentially the more civilized and organized version of Carnivale set up for the elite.

A circus is an entirely different event and is really an amalgam of the Chinese Circus and the Roman Circus. Chinese Circus was acrobatics and performance art put on solely be humans of great skill. Cirque du Soleil is a modern spin on the Chinese Circus. The Roman Circus was an exhibition of exotic animals that were made to perform and fight in addition to various chariot races. This eventually evolved into what we see at Ringling Bros. or Big Apple circus.

So, despite claims otherwise, they are clearly not the same thing and I have in fact been thoroughly using Google over the past couple of days trying to get the solve. I know more about carnivals, Carnivale, and circuses than I'd ever thought I would now.
