Dunno if it'll help, but my take on the line "Work in shifts. H.C. Monty will let you know you have the right one." makes me think that he possibly wants us to work with a shifted Vigenere cipher square. IE, using a normal Vigenere square, the word "actual" encrypted with the word "apple" becomes "arifel". However, say you use a +1 shifted Vignere square; then "actual" encrypted by "apple" becomes "bsjgfm." Maybe he wants us to use a +13 shifted Vigenere square?

Where do you find a decoder that will let you do that?

Anyway, use one of the five 13 letter words as the key. Let us know what you find! Smile

Adam: I don't know of a single decoder that can do that, but, you can easily just Vigenere it, then Rot-X it, and you'll get all the possible shifts easily.

Sadly, though, I tried this with the key 'hcmonty' and got nothing, and also what 'hcmonty' turned into after I used that key. It definitely has to do with 'hcmonty' being the next to last word in the puzzle, though. I'll keep thinking.

I'm fairly certain the key(s) are the thirteen letter words. Maybe if we tried rot-13 the ciphertext and THEN translating it? hmm...
