Okay, for the life of me, I cannot remember where I saw this, but early on (back in July, even), I remember seeing an "insider report" that mentioned the movie would include a tanker explosion...

...sorry I can't help any further than that, but I think you're dead right, Kingpin: the massive explosion is from a tanker in the harbor, and the "fireballs" are barrels of (oil? Slusho? whatever flammables?) falling back to earth.
