Email from Phyllis

Dear Barbara,
I need your help. What you have told me about the Pine Barrens being
crucial to the water supplies in this area is very important. We need every bit of data we can find that will help thwart the Analogue project and the Don's nefarious plans. If you can help me find some of the relevant laws about this I would really appreciate it. I intend to storm into that special meeting of the Council on Tuesday night and demand a hearing. The next two days I'm going to be out on the streets rallying every local that I can find to join this fight. Any research you can provide might be essential to my argument. I think I'm going to be running for the vacancy on the Council left by Dale's dismissal.

Do not lose hope, my dear. Iris is doing what she can and now I have found what I can do. We must prepare our case quickly. I know I can present it with dignity and passion; I just need the ammunition to shoot down this scheme.

Fondly,
Phyllis

My first thought was silver bullets. My second thought was Lazlo, but he may have his hands full soon... Confused

Environmental Impact Statements & Clean Water Acts

Dear Phyllis,
Sunny has told me you were asking for some assistance with the Mount Analogue problem... There are certain things they should have done before now, which I do not see evidence of them doing.
Environmental impact statement for the construction and occupation of any buildings. This should include things like car exhaust impacts, construction and roadway run-off contamination of fresh water aquifers, impact on local flora and fauna - if there are any endangered species that live exclusively in the Pine Barrens you might be able to get the Sierra Club and the Audubon Society involved in blocking construction.
Achaological or Palentological significant finds, if there is say a native
american burial ground, or some fossile finds, that can block construction,
at least until the site is excavated and surveyed.
Having the remains of the Ashram designated a historical site, wasn't it once the homestead of original settlers?
I hope this gives you some ammunition to use against the governmental
machine.
Sincerely,
Steffeny

Her reply:

Dear Steffeny,
You have given me a powerful weapon to thwart the Don's plans to ravage our wilderness area. This Environmental Impact Statement, is it required by law? Do you know which laws apply? Are they federal or state? I'm going to storm into that special meeting of the Council on Tuesday night and demand a hearing. The next two days I'm going to be out on the streets rallying every local that I can find to join this fight. Any research you can provide might be essential to my argument. I think I'm going to be running for the vacancy on the Council left by Dale's dismissal and I need to look like I know what I'm talking about although I haven't got a clue at the moment. When I think of all the actors that have successfully run for public office, it seems to me that all I need is
brainy people like you to feed me my lines. Can you help me?

Sincerely,
Phyllis

This was my reply:
Dear Phyllis,

Barbara, who lives in the Pine Barrens area, said that the clean water act is probably the best way to go, the Pine Barrens acts as a filter and helps cean out pestiside residue from the years and years of farming in the area. An Environmental Impact Statement is always required, especially in cases where they will be increasing the footprint of existing buildings or construction of new buildings and site clearing. If they cannot produce one then they cannot build. I suggest you ask Agatha to help you with the research, it will keep her occupied and maybe keep her from having too much free time to to much else.

Information is available here

http://www.epa.gov/region5/water/cwa.htm

And specifically for the Pine Barrens:

http://www.epa.gov/safewater/dwsrf/cwswp.html

Pine Barrens, New York

The ground water aquifer beneath the Pine Barrens of New York is the sole source water aquifer for 2.6 million people in the region. Road construction, housing and commercial development have vastly reduced the rate at which water recharges the underlying aquifer. At the same time, water continues to be withdrawn at an increasing rate as population and commercial/industrial activity increases. Salt water intrusion can occur in coastal areas when recharge cannot keep up with withdrawal. An additional impact of increased development is that septic tank effluent can move through the porous soils of the Pine Barrens and reach the aquifer relatively untreated.

The New York CWSRF program made a loan of $75 million to Suffolk County for land acquisition in the Pine Barrens Wilderness and Water Protection Preserve on Long Island. The acquisition is part of a larger plan by state, local and private organizations to protect the main recharge zone for Suffolk County's drinking water.

Sadly under the Whitman administration of NJ there seems to be less in state info on the Barrens than on Long Island. I sent her info from the New Jersey Pine Barrens Commission and more from LI's www.pinebarrens.org. A great site if anyone wants to know more about this great natural filtration system. Phyllis will probably get the best understanding of the situation from the LI sites. I also connected her to a NJ site on Pine Barren flora and fauna. Amanda is also sending her info.

I also wrote an open letter to the residents of Aglaura and sent it to Sam for the Aglaura homepage. Let's see if he posts it.

Phyllis going to surprise a lot of people Tuesday!

Quote:
Dear Barbara, Steffeny and Amanda,
You are all brilliant! Thank you so much! All of you turned up more useful
research in a couple of hours than I did in half a day at the Library. If I
understand everything correctly, the first thing I demand from the Council is how Mount Analogue has managed to circumvent the 1979 Pinelands Protection Act since there are no currently used structures "in or adjacent to areas" they intend to develop. The gun club is not occupied as a residence nor is it an operating business; it doesn't even have plumbing, I don't think. It's just an extremely small concrete building and I can't imagine they plan on "staying in the footprint" of it. What is left of the ashram doesn't even qualify as hovels; there were no foundations there. The next thing I demand is the Environmental Impact Study. I will call one of those lawyers with the Sierra Club first thing Monday and maybe he can come to the meeting with me. In a nutshell, can the situation be summed up on a picket sign: Dirty Money = Dirty Water?

Today I found a copy shop that was open so I made up a few hundred flyers urging people to join me at the Council meeting. As I passed them out, I also started a whisper campaign: "Who are these Mount Analogue people and what do they do? I heard they're some kind of mind-control cult." That has set tongues wagging and generated some alarm.

With your permission, Barbara, I would like to make a copy of your outstanding Open Letter and use it as a petition. If people can't make it to the Council meeting, their signature can represent them!

With gratitude and admiration,
Phyllis

Go TEAM!
