Going frame-by-frame in 1080p, I'm reasonably sure it's smoke. I would like to make a gif, but quicktime does really weird stuff in Vista, and I can only slide through frames...I can't use the advance button. Besides, if it was a monster, those people would probably be running around and panicking as opposed to just standing there. Also, it'd be pretty small.

Sorry I can't give you concrete visual proof, but I am pretty certain about my conclusions.
