London Folio puzzle

I'm in a puzzling mood, and I wanted to get this puzzle out there eventually, so I may as well post this up.

By the way, in case you wanted to know, the sequence of events to get to this would have been:
1) Figure out that the to-do list in the news items was from Lex.
2) Contact me (ie "2007 self") about the message.
3) Get the puzzle.

Anyway, the background is that an international member of tCotSA recently died and left this cryptic message in his will...

Counting out the corresponding letter on the line gives "CAPUERI" unless I made some mistake.

There are eight different location names, 51 total words.
