From the right image, top 4 characters on their own that looks like some sort of title or header look like:
即刻適用
Seems to roughly translate to 'effective immediately'

Seems better, level 1 something staff. Character after 1 might be off.

It's "preparation" or "production".

Sorry for the double post

Yeah. I translates to "instantly application", so yeah, I think your rough trans sounds just fine.

And Toasty, you're right, there's that standalone symbol in the statement:

"Level 1 Preparation Staff"

I agree. I'm using the Rikaichan extension for Firefox to get a general idea of what some of the characters mean, and it says "immediately" for the first two and "applying" for the second two.

The extension highlights groups of characters and shows popup translations for them. Sometimes there are a few different ways to group the characters, so I'm kind of guessing at which makes the most sense. Looking back at my original post, in the first line of the main body of the letter, I noticed two things:

発生 is coming up as "outbreak", "spring forth", "incidence", "occurence", "origin"
違法行為 is translating as "illegal act"

Does that agree with anyone else's translation? I'm not really sure "outbreak" in this instance is specifically a disease-type outbreak, though that's the first thing I thought of. My dictionary gives the romaji as "hassei", if that means anything to anyone.

And for the level one line, I got something like "Level one temporary provision (or preparation) staff member".

Edit: But I agree, that character may be completely wrong. I was trying to find the closest match I could, but I'm not sure at all.

Julia, let me first say that I really appreciate all the help you've given. It's been much easier with someone else working from a different angle.

With that said, I don't believe it is a disease outbreak. This having been sent out the day the Tagruato website was hacked, I believe they are beginning to censor communication between their employees to prevent further mishaps were it to be an 'inside job'. So, with that said, that "illegal act" (which I translated as "injury", which I'll probably just keep) is the offense against Tagruato.

PLEASE, do me a favor, and go back over what you put as the last line of the first paragraph. It makes no sense at all:

if it does not do via the tar as for the message which becomes everything? In 貫

Please reevaluate that, as well as the right side of the second and third paragraph. Those are where help is needed the most.

I'm going to continue updating, so that I can be ready by tomorrow.

OK, People,

Thanks to Julia for the left side.
Here comes the whole text.

I agree. "Incident" or "occurrence" is the most likely, I think.

For that last line of the first paragraph, all but the last few characters I'm almost positive about: れるメッセージはすベて. But those are giving me a lot of trouble because they're so small but so "busy". The first one has three things all squished together, and I'm having trouble finding a character that matches all three parts. But I'm working on it. It's like this: 朧, but the last third (the right side) is not right.

And the second one seems to recur throughout the document, but I've not been able to figure out which of the two or three possible characters is the right one. I'll just post the closest I have:

賈貴貫賁

The bottom part is the below character, I just can't tell about the top:

It reads as follows:
[re] [be] [ru] 1 kidney cat membrane member

Council

The [tsu] being in 迪 trust outside the sight

2007 November 24th

The next few days because of the injury which occurs, it became necessary as for to communicate outside all sights via the central communication sun tar. Level 1?? Moth reality 塢 (? ) Happens to be present, the message which is dispatched everything? When it is inscribed by the 貫.

In addition, working hard/employment rusted overtime? The member usual waits in the lodging facility which is appointed.

As for neglecting the fact that sight or suspicion of offense is notiified to council, you regard violation of execution summary of [chi] [yu] [u] meeting bureau. It does not recognize exception.

And while some of it doesn't make a lick of sense, things I've bolded, other than that, great work. I will try to clean it up and get it to the public.

Help me out with this. The English sounds very broken, and I don't want to misinterpret it for fear of losing information. There are still areas unclear... Please, someone take a look at it. Especially the sections that I bolded.

Other than that, though, this is looking good, guys.

Sorry people, I don't have enough time for the translation (I'm on work now and my Chief is lurking everywhere), so if you want to translate it, you can use http://www.rikai.com/perl/Home.pl. Just paste the text in and check up.

Its very useful, you can look up every kanji. OK, it isn't the whole text translation like babelfish. But Altavista Babelfish doesn't do his translation job well.

And: in 腎猫膜員 are the second and third kanji not correct, I suppose. Can somebody really scan the texts in better resolution?

Oh, my boss is coming!

Kosmopol's full text still has the "kidney cat membrane" version of the level 1 line, instead of the later (non-crazy) "(something) preparation staff" version, but other than that, wow. Maybe we'll get this figured out yet.

Thought: the line McPhearson's got me re-evaluating, the hiragana part in romaji is: reru MESSEJI na subete. "Messeji" is in katakana, so I'm pretty sure the translator is right that it means "message". And "subete" means "all, entirety". So something about the entire message.

Using a translator online, it doesn't seem to make sense at all.

Anyone had any luck with translating

can someone put together the ripped pages so that they are lined up properly. I will try and post segments of the letter to various japanese ppl i know to translate.
