This guy is called the Jesus Lizard. (Do YOU REALLY think it is Jesus?) Here is some stuff from the National Geographic for ya'll (BTW the basilisk is the lizard from harrypotter 2) he didn't have any legs though.

The Jesus lizards, or basilisk lisards, accomplish the seemingly miraculous act of moving on top of water by generating forces with their feet that keep their bodies both above the surface and upright, according to Shi-Tong Tonia Hsieh. Hsieh is a graduate student in the Department of Organismic and Evolutionary Biology at Harvard University in Massachusetts.

 		It could have jumped straight up out of the water and stuck its claw into the side and the other claw into the SoL head while it's feet or lower half is still dangling in the water. Kind of unlikely but possible.

 		A few people have mentioned that this massive monster must have tiny hands if it ripped the SOL's head off and only left those relatively small scratches.....

What if it didn't use hands? What if, for example, it has throngs of smaller tentacles that it was whipping around? One caught the SOL's head straight on, ripping it off and tossing into the city, while other tentacles caused the various smaller scratches.

Just a possibility.
