Anagrams don't usually work that way - you can't leave out letters, and you can't misspell words.

 		I think that the whistleblower is trying to tell us that Chuai "would" be on this report if there was oil there. Since there is no oil to speak of there is no reason for it to be on the report. Thus no, need for a drill platform. Just my .02 cents.

I'm assuming they acknowledge Dennis as the portal for the outside world, those of us that seek the truth about Tagruato and wish to stop them and their evil.

They assume that Dennis would know what to do with this information, and certainly wouldn't keep it to himself.

I've translated the text, but I think, you've got the message:

Chuai station isn't listed here. So it does mean, even if they have a drilling station, they've installed it not for usual use.
