I think the whistleblower is one of the asian workers from the Chuai station...

In his notes he always prefaces things with "AMERICANS".
I mean, that's not to say an American wouldn't do that, but it seems unlikely.

I sorta caught some of this stuff a little late, but were there any survivors from the Chuai sinking?
Then there's the Tagruato memo that appears in English in the Japanese news report. The people listed are unaccounted for, perhaps one of them really is the whistleblower.

They didn't ship t-shirts out from Chuai. It was drilling station, not a warehouse. Now it's a submarine.

The whistleblower was never on the station, but is in a posititon to know something is going on.

Either someone in the mail-room who has seen the memos (which would explain why he has a pile of them and the opportunity to stuff them in boxes) or someone higher up who has free access to the mail-room.

The t-shirts actually get shipped from the states, but the IG assumption is that they are shipped from the HQ in Japan, hence the Japanese newspaper.
