OK, the numbers looked appropriate for comparing against earn.txt, so I pulled the letters from that file based on their number in the string as listed above. Here's what I got. It's either gibberish, or needs to be further analyzed:
AIBCJXSJZW
DHCSWVYIBC
XPHRTLBQIJ
MHATBJJJWC
SOZCBBYNPY
IYTTXQMRBF
AHSTWZJPER
YYSTBCIZXU
MJAUPJEETI

Perhaps the name of the page "pad" refers to the One-Time Pad encryption scheme in which case we would should try to transpose each letter in perhaps the Earn file using these numbers.

Just noticed this. The background of the page http://cfrg.us/mirror/pad.html is actually a white jpeg image located at http://cfrg.us/mirror/pad.jpg
From what I can tell, the image is a solid color. Though, it may have something hidden in it or some other meaning.
Edit: I opened the image in Notepad and I found this plaintext in the file:
This is the same text that was on the bottom of the memo attached to the second email from caretaker.

Just wondering whether the "mirror" in the url is a clue or a red herring... maybe meaning to do the reverse of whatever decryption would be done normally???

Not sure how this is relevant, but it was mentioned in irc last night that the last line of the email is a paraphrase of a quote by Booker T. Washington. The full quote is:
"You measure the size of the accomplishment by the obstacles you had to overcome to reach your goals."

The mirror directory on the site contains mirrors of other sites. I don't think the word "mirror" has much meaning, other than it was just put into that folder.

Good find Eric... looks like we will need to get a copy of that pad.

[SPEC] Pad.html This may be a dumb observation but i believe someone found on the internet a site where the quotes on the tergenev jpg's came from. Perhaps the #'s are meant to indicate which words to use...
ie. 16 is the 16th word, etc...
I'm at work so I can't delve into this any deeper but feel free to give it a look...it came to me in a dream last night

I tend to believe that this is a vernam cipher because of the reference to the word "pad" and the fact that we seem to have both pads. I tried to XOR bitwise using each number with each letter but didn't get anything.
The problem is, the pad should match the text.. but we have 110 numbers and more letters in the text.. I tried taking only capitals but that's less.. so we don't seem to have an exact match..
Another thing that threw me off was the large numbers (like 432).. which you need to XOR with something around 450 to get a result in the ASCII table.. but 450 in itself is too high to be found anywhere in the text we have.. It's actually going into 9 bits so doing things by byte which is logical doesn't work.
Time to ask reggie for another hint?

But it is interesting that the gobbledy gooky caps work out to an even 5 strings of 10. An they seem like "workable" caps as well.

strand of 10 What if these 5 strands of 10 are shorthand writing of some sort?
