OK so I'm no expert and it's clearly a small part of something much larger but what with all the mech references I'm gonna say the schematics are for some kind of walking tank.
Also I was thinking about what this could all be about and the mechs, army and Japanese connections make me think this could have something to do with the new 'Metal Gear Solid' game which is coming out soon.
i thought metal gear too - mass produced mecha's and all that.

Wow, I've never actually gotten a trailhead before. I was just about to listen to the file as I was checking up on the forums and was like "holy crap someone else got my email?"
Figures I'm better with romanized stuff than kanji. But if the symbol is "bird" than we at least have a couple of tries for the login/pw combo.

Hi Will, I am glad that you liked the song. Perhaps ill send you some of my favorite J rock or Jpop. Right now i am listening to old Japanese songs. I think i saw you on a Jpop forum once. I dont remember why i kept your email address. i hope that you are not afraid, I just want to make new friends. It is late here, past 2 AM, i should go to bed.

I know nothing about kanji but doing a quick search on 'rooster' and 'kanji' took me to this:
the second symbol looks suspiciously like the one in the picture.
Pretty close:

Well we've got a login form, with a possible password in the works. But no username as of yet.

Yori keeps repeating in here emails that not only are there hidden messages, but the lyrics are very good/important.
Maybe the lyrics hold the clue to the log in?
Whats the possible password?

The kanji is two strokes away from niwatori (chicken, #10 on the list) as I believe has already been mentioned. Sadly, I don't have the right kind of dictionary to do radical searches, and the online lookup doesn't yield anything closer.
EDIT: Better radical lookup dictionary has a more conclusive list, with strokeorder -- and the kanji doesn't show up as 17 strokes (which it should be based on niwatori's 9 strokes and the number of differences)
As for the two mp3s, I included the translations earlier in the thread.

You think "koi" could be a clue, or a login/password?
Yori mentions feeding the koi fishes in our latest e-mails

Dunno if you guys saw this already, but I think this is part of another ongoing ARG.
If you've seen the thread on the Conspiracy 08, it has mention of the Junker Corporation. Well, if you try to recover the password at the login page it asks you to contact the junkercorporationSPLAT gmail.com to recover your username.
Conspiracy 08 thread is Here

Apparently these are the radicals that make up the symbol above:
人 土 大 爪 鳥
