Looks like MISTY could be a 64 character block cypher. Though looks like it is mostly a Japanese invention.

Seeing as Tom seemed to be the one in charge of the Sacred Hat/ Lame Deer "scouts", I wonder if he ran into Ravenwood and was "recruited".
That may explain how he managed to create the sacredhatcasino website (knowing the only working computers were toughbooks after the EMP).
Of course the whole EMP destroying anything with a circuitboard thing may be a story loophole we aren't supposed to think about

I'm not seeing it with the letters we have there. It may be more than one word, but I can't think of it right now. No sleep last night and a headache now are short circuiting my brain. I will keep trying that track for a little bit however.

Makes alot of sense to me. In College me and my buddies use to play Cipher Games. Whoever won the weekly cipher, everyone had to either be a slave for a day or buy a meal for the winner. One of us was the CIPHER KING that week. One of the cipher games was setup much like the image. However, to get there was quite a challenge.
Clues led to a particular publication. After finding that publication you would then overlay the cutout onto that publication. As a result, you would get parts and pieces of sentences and or letters that had to be put back together in a sentence, at the discovery of the sentence, there would be letters left over that would be used as a cipher key for the next level.
NERD STUFF I know, but we used cutouts like the image to achieve the solution.
I think you are on to something.
