Here is some thoughts and conclussions:
Jack is most likely russian, or at least he have been part of spectrum.
Jack might be Reggie. This to is logical, as timejumping must put a lot of strain on the psyche.
Spectrums new base of operations is most likely NRU, or at least this is its new research site.
Kat might be Kathryn McMahon of the Systems Engineering Faculty of nru.

Finaly, what we can put in some sort of chronological order (this is just a suggestion):

I'm safe. I'll be in contact soon. Make sure to check this page from time to time from the library. I'm working on a better system to communicate. Much more secure.

(perhaps on his way back from the place he went with airplaine... Its time might imply anything from, its time to move to a more secure form of communication to its time for grovy stuff to happen)
