Well. If we go by the commercials then MGP is "over 25 stories tall". Let's be a bit generous and call him 300 feet. Now if we go by the scale of the toy which is 14'' tall when standing straight, and 3' tall with it's arm in the air. then
we convert feet to inches to make it a little easier
300 ft * 12 in/ft = 3600 inches
so
the ratio of hight to reach is
36''/14'' = X''/ 3600''

where X= MGP's real reach in inches.
so 36/14 = 2.571

now both sides * 3600

2.571 *3600 = 9255.6''
X = 9255.6''
now convert back to feet
9225.6 in / 12 in/ft = 771.3 Ft
your number for the height of the ESB was 1,250 ft
so in percentage of building height vs reach
(771.3/1250) * 100 = 61.7 %

now you can use that number to calculate MGP's reach vs the building in your drawing by first drawing the building, then measuring it then applying that percentage to get the reach.
