Well, I am not very good at the code-y bits, so I usually skip them, but I got as far as decoding the hex, converting to binary (I think, I just used http://www.paulschou.com/tools/xlate/), text-reversing the binary, which gave me this

Anyway, I did two things with the decoded hex. First, I went through and bolded all of the normal words (or words that looked like they might be normal):

Well I am pleased that the PM changed tactics so we can at least get on to the next part, but I really do wonder how we were originally supposed to decode that... because there certainly wasn't any highlightable text there this morning!
