 		Cheyenne Government is Jennings and Rall.
Thought I'd post the latest plot twist. All the members of the leadership of the Cheyenne Government are a part of Jennings and Rall. Also, Jennings and Rall came up with the scenario that was carried out in the attacks.

Since no one else mentioned it here, I think it'll be helpful to know who the people are that we are studying.

What Mr Smith actually said was the link between J&R and the ASA is Tomarcino. Also that his cabinet is "littered" with former and current employees of J&R. Littered does not mean all, but it is a lot!

 		Jennings and Rall orchestrated the attacks to set up their own government to let them do what they want when they want.

I'd say it's pretty much confirmed that Jennings and Rall is the one running this government entirely.
