The Chinese/OLd Japanese signs are
黒龍会
The Society of Black Dragon
(These signs aren't identical with that in document, because that PDF-signs are really old Kanjis)

it does mean: "Variant: Top Secret"

I'm not fully up to speed yet. How do we know we need a wiki? Also, what does he mean by "old school" communications?

I see. I downloaded this simulator to my home computer during Conspiracy08. Unfortunately I am at school at this time. I will assure you that there are no viruses and that there are many many different rotors to choose from on that application.
