[PUZZLE?]Voter ID barcode

Each gotham city voter ID card has a barcode on the back. From what I can tell based on images posted online, it's identical on each card.

I've scanned the barcode and put it online here:

I ran it through a barcode scanner at work today, and it outputs this text:
GOTHAM ELECTION BOARD

Rather boring, huh? I feel like the barcode's placement represents an awful lot of work for no real payoff. And why would the election board need to have that name barcoded onto the card anyway?

Over the weekend I was attempting to manually decode the barcode since I didn't have access to a scanner. I didn't get very far, since I couldn't figure out which barcode standard it adheres to. But at one point I tried translating it to raw binary code. Translated to text, it's gibberish. But if assumed to be octal, the gibberish is made up of mostly the characters H, A, and @. Parts of it read (roughly, I don't have the exact transcription in front of me) like "HAHAAAAAAH@h@"

Rather suspicious, huh? Anyone else want to take a crack at this? I feel like it's a puzzle that I'm just not quite grasping.

I had also asumed that right off the bat.

But I have no idea as to how to even start researching this.

I'll ask a friend of mine who know bianary code really well.
