Got #4. There are 4 "triangles" each composed of four triangles. Each set of 4 must add up to 23. Use the numbers we determined for the Triangle Mystery site way back at the beginning. The middle triangle is upside down compared to the other three (which are pretty obvious). All four triangles use the very center (which is already set to 7).
Hope this was clear.

I tried decoding from the back of the bags, but the first line makes no sense, and the <W is numbered 27.
