Les Depeches de Brazzaville reports that a sudden and unexpected hailstorm decimated four hectares of cropland in the northern part of the country. Sources indicate that the usually clear skies darkened within two hours, and that after six hours the weather patterns were back to normal. No-one was killed in the storm, but an estimated $0.5M of damage was done. The Congo has no prior experience of hail, and such weather conditions would be especially unusual in August. However, meteorological prediction is not an exact science; we have to conclude that this is merely an unusual event, rather than a paranormal one.

Yep, a number of them are. Here are the plagues, along with what archive file they correspond to, if any:

First Plague: The Nile waters Turn to Blood - 69
Second Plague: The frogs - 80
Third Plague: The Lice - ?
Fourth Plague: The Flies - ?
Fifth Plague: The Disease of Livestock - 63
Sixth Plague: The Boils - ?
Seventh Plague: The Hailstorm - 79
Eighth Plague: The Locusts - 49
Ninth Plague: The Darkness - 67 or 59
Tenth Plague: The Death of the Firstborn - ?

I agree with everyone else who is saying the paranormal occurrences are matrix glitches, but it seems more than coincidental to me that so many of them also correspond to the plagues. I'm not sure what to make of it yet, I guess we'll see...

 		Glitches/bible plauges/vortex
Here is what I think...

The bible plauge glitches are an indication that the game is set at some point when the matrix is about to be reloaded. The info on the vortex page confirms this, in my opinion, by saying that "It has been nature's way for eons to make a doorway into a new age, an evolution into a new species, a weakening of one link in the chain to forge new worlds."

Question is, what version of the matrix are they in, and/or does it matter at all?

I guess since Neo's listed it is the "current" matrix.
