A whistle blower is just a generic term, it means someone within a company who reveals misdeeds and immoral actions of the company to the outside world. The .hack one reveals what CC Corp knows about Aida, etc. The Slusho one knows about the monster and what Tag knows.

The government and large corporations often refer to people that leak information as whistle blowers. Like enron as just an example, when they had their problems the person who leaked the information about the company was referred to as the whistle blower until his identity was revealed to the public.
