Paintover.net new picture (Partial solve)
What we got:

If the image is, in fact, telling us to search on Aquapolis (which seems likely at this junction) could the index card filed under F be for Fabrika, Mykonos Town 84600, their address?

Explanation of partial solution Here's an explanation of how the FTP server was found, to augment AnthraX101's post.
The pic on paintover.net was changed today. The change was (1) that the symbol in the policeman's picture was made more clearly an "@" sign; and (2) that the "F", "T", and "P" tabs of the files were darkened.
The FTP tabs suggested an FTP server. When people tried to FTP to the IP address of the major sites, a positive response was received, so we knew an FTP server was running. Then, the standard 220 response was changed to the following: "220 Remember, userSPLAT domain.tld --caesar." Since it was changed AFTER people started trying to log in, we knew it was a further hint. Caesar was trying to tell us to log in using the form
ftp://user@domain.tld/
where user = user name and tld = top-level domain (this form will prompt for a password). This is equivalent to
(connect to) domain.tld
USER user
The picture at paintover.net has been interpreted as
sea urchins (water) = aqua
policeman (police) = polis
Therefore we believe we need to FTP (from the file tabs) as some user (unknown) at (from the @) theaquapolis.com (from water + police). Right now we're looking for the right username / password.
Hope this makes things more clear; please correct any mistakes.

Considering that the notice is a welcome message of FTP server targeted at human users, I believe that username itself should be in the format NAME@HOST.
E.g. the FTP session could start as:

USER pgairdenSPLAT metadex.net
PASS ************
Such login schemes are AFAIK quite common...

Passwords list #1 This is what CidE and myself have come up with tonight for the FTP with no luck. Posting this as both a resource to use with other logon names and to see what has been tried but does not work. I would suggest that everyone start creating a list for tried logons and their PWs, it will make this less time consuming and save brain power for the puzzles yet to come.

it's caesar, not ceasar .. and remember that there's even a char (don't know the exact ASCII code for it) that is a and e put together, that reads like the "e" in "mega(byte)", that could be used too, maybe

Using a command-line FTP client, you can do an "ls -lad" and see the current directory:
ncftp / > ls -lad
drwx--x--x 2 root root 4096 Oct 7 00:36 .

It should be noted that the username/groupname was originally remove by ehsan This was probably not a clue, but a mistake.
The permissions bits ("--x") indicate that if there is a subdirectory, you should be able to change directory ("cd") to it, but it is not writable and will not show up on directory listings.
