You can also type RES after the letter loads to get a higher resolution of it. I tried to type SAVE but it said "download unavailable". The letter is the complete Genoa debriefing from Sgt. Brown while the one in his file was "interrupted". Even though lines have been blacked out, it is obvious he confronted something not human while there.

On the wiki, in regards to the srpa.net, when I type in get diseasecontrol, I get a photo that says Bahamas Quarantined. I had to type it in a couple times, but the picture came up.

breakdown of EU9376: (guestimation)

EU = EUROPE

9376 = 9376 Hüttenberg, Austria per Google Maps

Seeing that in Brown's letter they found someone from Austria, it's possible that this letter was talking about an incursion into Austria.
