Those numbers are too high to be the standard lottery numbers in a fortune cookie. Could be a phone number... Central Florida

Try plugging it into http://fonefinder.net/ -- in this case, it tells me that even though that might be a Florida area code, the next 3 digits are not a recognized exchange within it. (you can enter just the area code to test)
