Re: the numbers. Connect the dots? It looks like a set of slowly changing coordinates...

I bet if we figure out how to graph them they'll turn into a picture of some sort. I wonder if we add or subtract the first number from the second number to get the x, and the third from the fourth to get the Y...

And I'm not just being lazy by not testing this, I have a metric f-load of work to do tomorrow morning, so I'm heading to bed Wink

maybe organize a grid of 120 vertical (N-S)and 140 horizontal (E-W) and place the words from the picture into it. why else would some words be blocked out?

okay, I will start on the dirty deed of transcribing it. Will be very tedious but I think it must be done. Do you think we need a 120x140 grid?

Attorney, does your scanner have the option to scan to text? That may be a better option than trying to transcribe.

I'm wondering...The text says "Use these numbers wisely. The picture will help to narrow the scope."

The colors of the numbers are very similar to those in the diagram...and the black seems reminiscent of the blacked out sections of the text.

Could something in the colors indicate numbers that aren't relevant? Could it be the numbers that have to go into a grid rather than the text? I'm trying to make that work, but with little luck.

(Kinda new to puzzle solving, sorry if this is silly.)
