That could be true if the same tool and compression settings are being used.
But every maker of graphical editors uses different algorithms and inclusions (Like exif) in the saved file so, even if the same compression setting is used, it'll be different using different programs and/or machines.

Even lossless formats like gif and bmp can be subject to this.

Some Steg algorithms add very little payload to the actual carrier file and if all that's being added is a bit of text, the size difference is very little.

These and the fact that there are a billion ways to steg files are why i hate it so much. To create a unique steganographic method, all you have to do is tweak the algorithm in an existing tool.

So, you could save a jpg image at 90% compression, then save it again at 80% as another filename, camouflage the latter with a small text message and it will actually be smaller than the unstegged file.

I miss my mom, people back home... It's so lonely here. I wouldn't mind if I could even send an SMS or make one phonecall, long distance. Hell at least I wouldn't be around for them to hassle me about the bill!
