In the last of his personal files, there's a reference number to to447109, that was just found by adding up sequentially.
Thank you. I always forget the sequential thing.

using GET nb52703a7 brings up one document. On there is another code, FG4400-82-33REL . That simply brings up text that Gennaro was a list of approved evacuees. But to where... the safe zone being set up?
Also, in the video, the doctor explained to Gennaro what they were doing. That they had injected him with the attempted vaccine first, THEN they gave him the virus. Guess the PMs heard our confusion.

Maybe the puzzle has something to do with this:

I don't see how it would fit in, but the groups of 4 letters make sense.

pulling up the code on his card gives you his destination as Camp Hanzelton, Indiana

Was that even in the defense perimeter? I think it is.

I'm at work without the right program to do this, but can someone do simple key cryptography using the key P,M (i.e. night)?

I didn't know about it before, but there is such a thing as an ADFGVX cipher (which is our list of letters).

Exactly. Used this cipher, and damn 42 for using it. Toughie.
Code:
A D F G V X
A N B K R X 4
D I C L S Y 5
F G D M T Z 6
G H E O U 1 7
V T F P V 2 8
X A J Q W 3 9
There's the 6x6 grid. Letters to the outside(ADFGVX) will help us plot the letters. Now we need to rearrange it to make it work.
EDITED: Because I suck

Notice the word NIGHT in the grid.
I have no idea how to do this though, I'm out of my depth here.

OK. Now that the key is built: the letters in the letter need to be taken in sets of 2. We plot the points based on those two letters. If the decoder wasn't scrambled, AA = N. AD = I. So on, so forth. I think we can trial and error it, but it'll take a while.

I knew I should have been a cryptographer instead of the Nuclear Power Program when I was in the Navy.

Shouldn't this be 6x6 with numbers included as well?
