translating the letters in the lower right, in english google translates Лагшмивара as Lagshmivara, and a few hits match typically typed as such: LagSHmiVAra
No idea what it is though =P

(can't get first word) Совершенно сёкретно = "Top secret"

It is possible... it's a 1.1MB black & white scan (very much appears the visual format for a large, low quality, though very low compression, scan JPG)
