The Brinkvale page is really meaty. It seems that the place is big on "Experimental" treatments. A few key quotes from the bio pages:

From the bio for Chief Administrator Theodore Peterson:

I mentioned this to Michael, but someone came into #unfiction today (er, the 13th, I guess) and asked about this. I'd looked at it before, but gave it another glance, and figured out that it was Enigma; note the equivoque of "enigmatic" and the sly bit about previous solvers having trouble until they found a decoder.

Anyway, you use PIX as the ring settings with the simple 1-2-3 rings with no Steckers. The transcription above is a little off; I've corrected it, and it and the solution are:

New puzzle of sorts added to the Pixelvixen707 site: Rachael made a bet with her father over who can find a particular arcade game from her childhood first.

People quickly figured out that it's a Mr. Do! game from the description. The new challenge is to find out where the specific unit of the game that was at Balthazar's Hot Beef Hut in Sacramento went.

When I pointed Rachael to the Video Arcade Preservation Society as a resource to trace arcade units (two collectors that own original units in California in particular) , she let me know that the loser of the bet has to get a tattoo: in Rachael's case, a tattoo reading "DADDY'S LITTLE GIRL."

Also, the updated version of the book's cover includes Zach Taylor's phone number http://jchutchins.net/site/wp-content/uploads/2008/09/pe_da1.jpg (212-629-1951)...you can access his voicemail if you know the four digit PIN.

I don't remember ever seeing a Balt(h)azar's in Sac.
There were several locations for Sam's Hof Brau.
Does she remember about where it was located?
The one at 2500 Watt is going back to the old name and celebrating it's 50th anniversary on the 19th.

OK, here are the links I shared with Rachael (although I omitted the individual profiles for people who own original units in CA b/c that's probably a little too much)

arcades.mythric.com has information on which stores have active units

Rogi, the list you found seems to include more locations/units in CA but less information on if they still have it: it could be QUITE helpful to her.

Updating again:

Apparently the son of the people who owned Balthazar's Hot Beef Hut (Brad Palikari) has a flickr page, so Rachael's going to try and find the arcade game through him. His parents died in a fire when the restaurant burned down in 1990.

Arcade Game

Rach is asking that we look for the salvage business that cleaned up after the restaurant fire. The only info we have is that they think the owner's name is Chuck or Seth and he's in Los Angeles.

And a story about the business here: http://www.realtalkla.com/articles/show/285 and it has an interesting first line: "Everything about Charles Lao is exaggerated."

The domain has been registered since 2002, so it would appear this is an actual business, but it's the only thing I've been able to locate that comes close to matching the details they gave.

Has anyone else come up with anything?

By folding the painting to reveal the "Return To Sender" message, I"m not sure, but I think it also reveals a map or route to somewhere.

@enaxor: When overlayed/folded, Your talking about how the red lines match up & end at that big black dot right? If so, I agree that that looks like its on purpose hehehe.
It actually strongly reminds me of the area I mapped in the following side by side shot. Note: The end address I mapped is around the Address of "Sophronia Poole" from "4-AppointmentCard":

-The map comparison is total speculation as I have no idea really, but like I said, it looks very similar (bodies of water have some of the same details as well), but Dunno
