So this says Chaucer's Canterbury's Tales to me. I've got them open in front of me, and there is no Worker's Tale. The quick translation of this would be:

Seems the key to the chart on page 26 is the diagram on page 27. It even says beneath it:

EDIT: Actually, maybe not, it seems the diagram on page 27 might be a puzzle independent of the other...Notice the blank spots at the bottom?

note the backwards QUATI on page 26... same as the missing letters from the bar on Bleecker in the video (QUARTINO). and several NO's. No R though.

Assuming that the years are the same:

1707 AD ? - Voltaire activated (wat)
1757 AD ? - Declaration of Independance (1757 wtf)
1884 AD - Debussy wins Prix de Rome
1950 AD: Birth of the Cool
1989 AD: Berlin Wall falls (used this as the calculation point)
2003 AD: Blackstar merger
2007 AD: TRO 0 (what happens!)
2139 AD: Ethra killed in Peoria siege
? AD: ACT 3 - Duluth - Decateur trade route & Mayor's League founded
? AD: ACT 5 - Blackstar merger (again)
? AD: ACT 9 - Wichita connection

So this story seems to be set in the far future, unless they've changed the value of a year.

DOR - Dormant era?
TRO - 300 Troubles?
ACT - Active era (You know how trees lose their leaves in the winter? YEEAAH)

Perhaps Blackstar has time-travel capabilities: "you kids living in the dormant era" - from phone call.

Around 2139 there seems to have been conflict of some sort.

In the Cthulhu Mythos, the Chthonians are a race of huge tentacled wormlike creatures who live underground.
