Is this an ARG?

A couple of days ago i recieved an email with an attachment on it from Hajia Miriam Garang? I'm kind of a noob so im not really sure what an ARG is really like, but here's the email and attachment.

I sincerely apologize for intruding into your privacy, especially by contacting you through this means I know this message is going to surprise you, considering that I am unknown to you, but I want you to know that this email is sent with all good intentions in mind.

My name is Hajia Miriam Garang; I am the wife commander of John Garang the rebel leader of southern Sudan. My late husband died John Garang who was killed in plane crash,

Before he died he drew my attention to the sum of US$5.5 million us dollars, which he deposited with a private security company in South Africa.

My son and I decided to move out of Sudan for our own security, because our lives were in danger been the family of rebel leader, I felt that our life was in danger because our pillar been my husband have fallen.

So when he died we decide to run for safety to South Africa, till date, the security company is not aware of the content of the consignment because my husband used his diplomatic immunity as at that time to deposit this consignment as important personal valuables.

I have decided to use the money for my personal use and invest the money with the help of a foreign partner.

Now, if you decide to assist me, first I will demand absolute confidentiality for the Security of my family, and I want you to know that for your assistance you will be compensated with 25% of the Total sum.

Please, you can reach me through this email. And it is also important for you to give me your confidential phone and fax numbers on indication of your interest in this transaction.
