I only had 10 minutes to play around with the cypher, so no solution yet.
But the hint (FIL Pick Up) looks like it's referring to Fixed Input Length, as used in Block Cyphers (DEA and similar). Impossible (well, with a little bit of patience.. like 25000 years) to brute-force.

Do we have some other hints? I'll take a printout of the text with me today, but don't expect too much.

so long...

//edit: Just realised the numbers in italics. They're the only one being together. Having a try on that then.

I got a sound file in my email! Looking for hosting now to share it with you all, but its Michael Jackson's Beat It with something embedded into it. I'll get that cleaned up in short order hopefully.

Edit : here's the important part of the sound file. The numbers I can make out are:
25
26
121
4
126
?
35?
81
118

The original is a .wav file and about 9 megs, so I'm still trying to figure out how to share that with everyone.

Newcomer here, Im pretty excited that I found an ARG to jump on that is brand spanking new.

As for uploading that file, there are a variety of free hosting sites, such as putfile.com that you can upload it it. I can get you links, but I gotta run right now.

I got this for numbers in the sound file. Read this down. The or ones are indistinguishable.

25
26
131 (or 121)
4
136
185
88 (or 80)
81
118 (or 180)

Now what code.

EDIT:
Upon further listening (and a little help from my fiancee) I think it's:

25
26
121
4
136
185
80
81
118

Preparation

Well, the conference we all have been preparing for kicks off in just one day.
We have sorted out the last of the technical details.
We are looking forward to hosting so many distinguished delegates.

Urgent arrival information is needed to make sure transportation details are finalised.
More than half of you have opted to stay a few extra days after the conference in Sydney.

Blog will be just one of many communication methods used throughout the conference.
Spot administrative assistants at anytime for new schedule updates.
Complete schedules will be available as soon as possible.

I just noticed that MORE and FIL are caps and Pick Up is not. FILMORE maybe? Anyone? Also FIL could be 52... just a thought.

I quickly tried the numbers from the audio file in some of the converters on purple hell and didnt come up with anything useful. I tried them both individually and as a single string. I'll try again with the revised list, and see what happens.

well it could be broken into lines. starting with a number, ending with a "#."

that would produce
Code:
5 N O C W D O I Q Z E Z T K W L Z E Z P F V C D J A M L L U N 5.

  " 1 Z P E Y D P L L U V E J D J G U Q Z U N W 3.

  4,300 4 E 1 .

  175 4 E 1.

  1 Z N W J J E J D T H J J C K 1."

2 P Z Z E Z J W E H E C G J R D Z T T K I E Q M Z A K M J A M Z 2.

5 W G S A R C E L K S L Z S V G U W E J Q Z J F Z P U F C G T T K M E Y D P L L U V E L L Z U S T K W F J V P O W A R Z L T T F J C B T F C G T T K O E Z U O W N R C C 5.

3 F C A R T F D J W G S Y K O I I O O Z J D O 5.

4 F L K C 5.

4,300 4 E 1 .
175 4 E 1.

seems interesting. what's the significance of 4300 and 175? and why follow both with 4E1?

And note the quotes.

I tried using the various number converters and base changers and stuff. Nothing even remotely readable even playing with the numbers you figured out.

I took what you had and reorganized them numerically as best as I could. Its strange that some lines start and end in the same number and some dont. Perhaps thats how you string them along (I.E. Start with 1, that line ends in 1 so the next line starting with 1 goes after it, and so on and so forth).

That would get hairy with the 5's though, I dont know what the order for those would be. Also I dont understand the two random quotation marks.

Code:
  1 Z N W J J E J D T H J J C K 1."

 " 1 Z P E Y D P L L U V E J D J G U Q Z U N W 3.

2 P Z Z E Z J W E H E C G J R D Z T T K I E Q M Z A K M J A M Z 2.

3 F C A R T F D J W G S Y K O I I O O Z J D O 5.

4 F L K C 5.

5 N O C W D O I Q Z E Z T K W L Z E Z P F V C D J A M L L U N 5.

5 W G S A R C E L K S L Z S V G U W E J Q Z J F Z P U F C G T T K M E Y D P L L U V E L L Z U S T K W F J V P O W A R Z L T T F J C B T F C G T T K O E Z U O W N R C C 5.

  4,300 4 E 1 .

  175 4 E 1.

That's why I don't think they need to be reordered... the quotes are proper opening and closing quotes, and in reasonable places in the original text to denote encoded text and grammar... I'm thinking the numbers are key to decoding each sentence.
