I only had 10 minutes to play around with the cypher, so no solution yet.
But the hint (FIL Pick Up) looks like it's referring to Fixed Input Length, as used in Block Cyphers (DEA and similar). Impossible (well, with a little bit of patience.. like 25000 years) to brute-force.
Do we have some other hints? I'll take a printout of the text with me today, but don't expect too much.

I got a sound file in my email! Looking for hosting now to share it with you all, but its Michael Jackson's Beat It with something embedded into it. I'll get that cleaned up in short order hopefully.
Edit : here's the important part of the sound file. The numbers I can make out are:

Newcomer here, Im pretty excited that I found an ARG to jump on that is brand spanking new.
As for uploading that file, there are a variety of free hosting sites, such as putfile.com that you can upload it it. I can get you links, but I gotta run right now.

I just noticed that MORE and FIL are caps and Pick Up is not. FILMORE maybe? Anyone? Also FIL could be 52... just a thought.

I quickly tried the numbers from the audio file in some of the converters on purple hell and didnt come up with anything useful. I tried them both individually and as a single string. I'll try again with the revised list, and see what happens.

I took what you had and reorganized them numerically as best as I could. Its strange that some lines start and end in the same number and some dont. Perhaps thats how you string them along (I.E. Start with 1, that line ends in 1 so the next line starting with 1 goes after it, and so on and so forth).
That would get hairy with the 5's though, I dont know what the order for those would be. Also I dont understand the two random quotation marks.

That's why I don't think they need to be reordered... the quotes are proper opening and closing quotes, and in reasonable places in the original text to denote encoded text and grammar... I'm thinking the numbers are key to decoding each sentence.
