Looks better that way. :p
Well, if you do it in MSPaint using a grid and the Spraycan - it looks like Dominoes..
If you do it in Excel - it almost looks like it spells something - especially when you reverse it. /shrug

This is what I got:
Spoiler (Rollover to View):
Be ruled What blood Truthfulness Is Be ruled Upon
Which, obviously, needs help.

You actually got it really close:
Spoiler (Rollover to View):
To rule through blood is to rule in truth
That being said, the only thing I could find that saying related to is:
Spoiler (Rollover to View):
Vampire: The Masquerade, which I only ever knew as a PC game, but apparently is a tabletop as well. The saying is specifically attributed to the Clan Ventrue of Vampire: The Masqurade and created by the same game, so far as I can tell
Not having played the first chapter of this ARG, I have no idea if the 2 are related or not - and frankly from what I've read of the 1st one, these are about as far apart as you can get when it comes to genre's.

New post on the blog, I won't post it here - but a part of it mentions we need to figure out the "dots and circles" and it "seems binary"....
Now where'd I put that binary translator...

That's if I'm correct thinking that the dots are 1's and the blanks are 0's.
ETA: I hate that I can't get to various sites at work. The only binary translation that I can get to isn't giving me much on this code.

I was using the same idea, and when that returned garbage, I traded the 1 & 0's - and still got garbage. A few letters here and there, but a lot of "special characters", like: , β, σ, ’, Ξ,
==EDIT==
Also tried converting from Binary to decimal and hexadecimal, nothing that made any sense to me..

Got the same bogus results converting it as binary both ways.
Noticed that WHO? himself made a comment about the "2" entry which feels like a hint. Underline mine

That's what I got from the binary nonsense. I'm sure that's extremely helpful! lol.

What started as a simple response, has turned into a little back and forth with WHO?.
I think with the responses to my comments on the blog, it has pretty quickly established the mind frame, and type of individuals we're dealing with.
This is gonna get good.
