Given past games done by these folks, my guess is that we need to write in stories for each topic in addition to making contact with each of the "needs" characters (hannah being one, meeliesue another, etc.) and help them with their individual situations.

I think that's pretty much the only ways that the index will probably move up - the more we help/participate, the higher the index goes.
