I've got 4 dead ends:

Ivan Kulik - Ukrainian 1923-1985 artist. Only found 1 piece of artwork.
Ivan/Iwan Kulik - Ukrainian b.1959 - artist (possibly living in Poland) Work is not geared towards 6-14 year olds.
Ivan Kulik protagonist of book Wave of Terror, by Theodore Odrach. Work is not geared towards 6-14 year olds.
Janus Kulik, lives in Chicago, appears to be just a person, not related to 39 clues.

The only one with a connection to Chicago is the one not named Ivan. None of them appear to have a connection to Diamonds.
I'm hoping Ivan Kulik is a friend of Peter Lerangis, much like Rupert Straton-Gilliam & Charise Rachel-Johnson

You really did a great job with the code.

I agree with parth that Janus Kulik is very odd. Will probably find out in a few days. I dont think our mysterious contact is a book character or dead so the only one left is the Janus.

From the looks of it, Peter seems to get messages from the Janus. If he was from another branch (or Madrigal), why would the Janus even bother sending him 39 Clues intel?

What country is the name Kulik from? He could be a spy.

I saw his "Kulik" guy in the web.... it said he was from Ukraine... beside... Russia... Ekat maybe? Madrigal? Lucian? X( Confused...

Kulik may be Janus cause Peter is probably going to see him about the diamond clue. Besides that, I am as confused as you are.....

True. Quite true. Madrigal strongholds can just be about anywhere on this Earth. Poland may be a site for Cahill bases. Just because there are no known bases doesnt mean there arent any. As said in MoB, Amy and Dan say a lot of coloured dots on Europe in Grace's secret room. Poland could be a site for bases of all four branches (maybe including Madrigal) Very Happy
