I can't get that to translate into anything useful, but...
The image is coming from http://i723.photobucket.com/albums/ww235/JiangSun/
Other than the image, it's just a bunch of pictures of a girl. Nothing too out of the ordinary on a quick skim through. In game or OOG?

That's really odd.. there are so many creepy profile shots that it leads me to think it's in game.. but then they are random friends' shots that makes me think OOG. It could be a first attempt at a puzzle trail, and the PM didn't know how else to host images other than the personal PB. However, the name of the site is the same as the PB, so maybe it's meant to be that way.
My head is assploding already.

Whois information includes a name, number, and email address in Korea. Until we know if this is part of the game rather than PM information, I'm not posting it but you know where to go (whois lookup of choice, such as whois.domaintools.com)
Domain was registered in 1997, making me feel kinda surprised.
EDIT: see bottom two posts....this information is relatively useless.

co.cc is a redirect url, so none of the whois means a lot. Anyone recognize the music?

I can't make out anything from the text string a82a65a82. apparently we're supposed to know what to do with it. It's gotta be the key.
Maybe the image has some layers photoshopped into it.
*edit* what if a82a65a82 refers to pixels? although i am checking out the other pictures in the photobucket, and some of them have names like i36, f10.. gonna try and find corresponding pics.
the names of pictures, in order, are as follows (from left to right):
limitations
DSCF0056 DSCF00hj08 DSCF0ko007 DSCF0sd013 DSCF0sd016 DSCN0062
e43 e61 e62 e63 e64 e65 e66 e67
f01 f02 f03 f04 f07 f09 f10 f11
f4c5
hjk
i01 i02 i03 i34 i35 i36
icq-pic
k10 k11 k12 k13 k14 k15 k16 k17 k18 k19
makeup_01 makeup_02 makeup_03 makeup_04 makeup_05 makeup_06 makeup_07 makeup_08 makeup_09 makeup_10 makeup_11 makeup_12
picture001 picture002 picture007 picture008 picture014
s1 s2 s3
scf0001
smiley_catty
8531 8411 4745 4817
There are 1 of 2 things going on here:
1) I just wasted a whole lot of time for nothing - picture names could be randoms from different cameras. The PB is not a clue.
2) There's a hex? string hidden in there, because it looks like it, and our a82a65a82 completes it in some way
Interesting to note:
- From left to right all the pictures are in alphabetical order. PB lists uploads chronologically. Method to madness?
- All the pictures are newly added with little to no views, indicating that they are probably not OOG.
- The very first pic has bolded A82A65A82 over it in the thumbnail view on PB, indicating a possible start to whatever the code string is.
- smiley_catty is the odd man out

Hrm... one of those is "icq-pic" could a82a65a82 be some kind of encrypted ICQ number?

possible. icq-pic would seem to indicate that jiang sun is on icq. maybe that's how we get in contact with her. still doesn't begin to explain the picture.

I haven't really looked into this one but the DSC numbers are assigned by certain digital cameras. The f number can stand for the f-stop that the picture was taken in. though f1 is widely unheard of.

The triplets refer to the ASCII values for the letters "RAR".
If you d/l the file and change the extension to ".rar", it'll open up in Winrar, IZarc, etc. It includes only a text file stating,
Spoiler (Rollover to View):
http://rapidshare.com/files/216545015/easternrising.rar
Which appears to be a non-existent file in the rapidshre system.

Where did you find a file to download?
The file from rapidshare is not-inexistent, showing a 0.2kb size once downloaded, and requiring a password for decryption:

See my previous post. Save the .jpg and rename it. Then use an unrar tool to open it.
You feel like posting the downloaded file? I can't get it using FF or IE.
ETA: NM. Save-as on a new post worked.
ETA2: Check that. What I got, that way was a 13kb bunch of nothing. Weird.
