Your summary seems to be good, except I would also add that Charles Ogden said he "had a scare" and almost got infected but that he's fine now, but if you look at the dossier we received on him, it says: status: infected. So either they didn't tell him that he's infected, because he mentioned that if things went south her would be used as a scapegoat, or they don't know that he has the virus. Damn I should have asked clark about that! Next time.

You might also take note that in some later convos Charlie seemed angry, and conflicted. He began to look like the sort of guy who could do this type of thing.

Edit: I think I had a breakthrough. http://www.purplehell.com/riddletools/coltrans.htm IF you look at the cipher there what do you notice? The finished product is in blocks of 8. Ours is 6, but it's still the same method. That makes me think that I've found the kind of cipher we have, the problem is though that it looks like substitution, because the letters in the cipher are obviously stand ins. Could it be two kinds layered over one another lol? So play around with it guys and see.

Also, I was thinking about what I was emailed. he said the cdc used to be something else back in 46. Malaria Control in War Areas (MCWA) (1942-1945). That's what preceded the CDC. MCWA was established to control malaria around military training bases in the southern United States and its territories, where malaria was still problematic. Many of the bases were established in areas where mosquitoes were abundant.
