amazingly enough, that decimal code doesn't work, because it returns a string in ALL CAPS, while that server appears to require the string to be in lowercase.

How about this instead?

Obviously, this is not the correct translation, but there are enough correct words there that at least some of the symbols are correct.

here's my guess as to what the message says, based on the partiall deciphered message:

This was easy but if you go further, perhaps you will discover some tre (as in the french for very?) interesting things. The next document code is two five one five one nine.

Hmm I got something a little different, but the Zodiac cipher has multiple letters for the same symbol. Combining what I have & what you have to try & make sense:

It definitely appears to be an aerial view as opposed to street view.
Pic is "sky2.jpg" and the code for the page could work out to "YOS". Not seeing much more than that, ATM.
