On Ned Ludd's 36 Substations Twitter, which is supposed to give us their location, there are currently three rhyming clues. The second of these seems like a fairly clear pointer:

I'm going to skip the spoilers, since the clues are public and we're just speculating so far.

Radio stations or television stations seem pretty plausible at this point. If you take the "Sound of Music" tweet literally, then it's radio or television that would have filled the hills with sound the year their stations first broke ground. Speaking of which... Austria introduced television in 1956, the same year that "The Trapp Family", the German/Austrian film which inspired "The Sound of Music", was released.

Both radio and television stations can be found everywhere, and since their inception have been 'gratis'.

I'm by no means convinced of this, so hopefully the clues we continue to get as we approach the 13th help clarify things. Page 6, which 011iver apparently received right before leaving on his camping trip, should also help make sense of it all.

Another possibility could be pedestrian crossings. This makes sense in terms of the "closest major intersection" question that Pastor Ludd has been asking the 36.

The date of the first walk/don't walk sign is a bit debatable, but was around 1939.

I agree that we need more clues to narrow down the possibilities.

Whatever this is, it should help to find the input device on the substations. Is it part of the substations? Or just a clue for the input device?
It looks like an abstract rendering of a dispenser to me...
