[ARG?] Operation Blackjack

I was wondering about Operation Blackjack, too. What's weird is that is was posted in the Telegraph's "Culture" section. There's no author or explanation. Is it an ARG? Or is it something else? The storyline (such as it is) seems somewhat similar to the U.S. TV series "Jericho".

This may be have something to do with a comic series based off the Jericho T.V. show. Nonetheless, this looks interesting. I'm in!
