First time poster, found this ARG through /x/.
I posted in the /x/ thread last night (http://zip.4chan.org/x/res/2389936.html)
I'm a Spanish speaker and this is a rough translation of the sign at 1:40 in the video:

"Safety First! Before entering, protection equipment is required while in the field."

It's something you'd find at the worker entrance to a construction site.
Also it doesn't matter where the video was taken, if you have a construction project that isn't state funded, there will be individuals of a Mexican persuasion working on it.

Dunno if this helps, but I thought I'd contribute.

Howdy, yes indeed not much.
I'm gonna look in the phone book for a C. Pheonix in Kentucky, Richmond Renfro Valley or Ravenna


Also HCTC staff member Angie Bedwell told me the Library in the vid was NOT the Library of HCTC.

Nothing, there are barely any Pheonix's in America. (So either useless, fake or typo.)

I will be back later for more searching.

Poor attempt, seeing as the strength of the text is so strong relative to the crappy quality youtube gives you, you didn't even put it in an area with a lot of noise, then you could have at least claimed to be the account holder with a higher resolution video, but as you can see - nothing exists under what you gave.

In other news, nothing can be said from motion capture, it appears whatever the guy was hovering over (dead/alive/non existant) didn't move during his sign holding, at least enough for it to be detected. I'd hint the guy is left handed (The way he falls to his knees suggests he favours his left side, and also how he holds up the sign with a prominant left side lift) not that it really makes a difference, but yeah.

I'd like a higher quality video of this for more study though, I've gone through frame by frame under different filters and found nothing out of the ordinary, a few random frames that don't seem to fit, but could simply be a result of poor editing/a crappy camera/render.

 		Well, we know the "Chris Phoenix" thing is a fake, so the email is too. Simple as that.

Perhaps we should focus on the bits of the remaining code?
