EDIT: The one response to his long post on the Philidelphia Experiment seemd to have taken a lot of info from http://www.history.navy.mil/faqs/faq21-1.htm. I'm not sure if the response is a stray poster or another possible lead.

Also, I'm on a Mac, so desteging is a huge pain, but it might be worth checking out his user profile pic.

It seems as if the PM is confused on the name of the element he's talking about when it comes to the Philadelphia Experiment and Project Rainbow. Whether it's intentional or unintentional needs to be seen, but putting the two together is only for a small amount of conspiracy theories. The P.E. deals with making a ship either teleport or become invisible. The P.R. was 6 years later relating to aircraft becoming invisible.
