That makes sense, there are 66 cards and 27 locations.

I'm guessing each location reveals 2 or 3 cards, judging by the repeated names below the cards.

I don't think it's like that.. I just watched as Avatrix unlocked 2 cards at the same time.. Maybe some of the codes that are entered just simply unlock more than 1 image.. (Not multiple packages)

you cant see the poster but you can see everything else i.e. the city updates and code input
