That's just an ID3 tag, typical of most songs.
The hex-looking stuff doesn't appear to be a comment, so it's probably just part of the tag.
The song sounds deceptively minimal, like something someone did on a Yamaha keyboard. I haven't listened to a lot of John Cage, and I know he's prone to doing weird stuff, but this seems like a stretch.
On another note, the sample rate is 48.000 Khz. This isn't too weird, but considering that CD quality is around 44 Khz, it means that it was either transcoded (which would be really stupid), or it is an original recording. Either way, it's an anomaly worth mentioning.
EDIT: Also, "de la concimientos" makes no sense in Spanish. At least, it's no Spanish that I've ever heard.

This is indeed very useful. You have definitely proved your abilities with regards to cataloging. Now what about analysis?
It seems many people are focusing on algorithmic analysis. What if its something more analog—something akin to Schumann's messages in his music to Clara?
There are already code breakers at Alfa-Tsentr checking via latest high bit encryption. I just cannot escape the suspicion that we're missing something more obvious.

Interesting, when I open the Cage song in PSPad it opens a garbled text doc with the ID3 data, but when I open the other ones it goes straight to the hex as normal

We should try translating the hex into ASCII or Unicode or something. I guess it's worth a shot.

The ID3 says that the track number is 6/21 and the year says 1905. This fits with the time period that I have seen in my other research (see trailhead) but I am unable to find anything important on this particular date.

Audacity doesn't want to cooperate. I'm working on the tones. I think I got some of the higher-pitched ones, but it's hard to tell.

If you change the file extension to RTF and open it as unicode it opens as about 600 pages of chinese or japanese characters. Thoughts?
EDIT: never mind that works with anything. These files do have a huge amount of seemingly erroneous characters in them though compares to a normal mp3
